Vista, CA — Subject ” TRADECRAFT” mural at 732 E. Vista Way, Vista, City Council accept Public Arts Commission recommendation to approve mural titled “tradecraft” in accordance with City Council Policies Artworks in Public Places.

       RECOMMENDATION:  Adopt City Council Resolution No. 2020-   , approving the Public Arts Commission recommended mural titled “Tradecraft” in accordance with Vista City Council Policy 400-04, Artworks in Public Places.
       CORRELATION TO CITY COUNCIL GOALS:Supports the following City Council goal: Parks and Recreation.
       PRIOR ACTION:  None.
       PRIOR PUBLIC ARTS COMMISSION ACTION:On December 3, 2019, recommended the mural titled “Tradecraft” by Kelly Gravel (`Risk Rock’) be painted on the building located at 732 E. Vista Way (Vote: 5-0, Little and Moncure absent).
       STATEMENT ON THE SUBJECT:  On October 10, 2019, a public art proposal for mural at 732 E. Vista Way (Tradecraft Farms) was submitted to the City.  The mural was installed in September 2019; a proposal was submitted after the City notified the business that public murals require City Council approval.
       The mural titled “Tradecraft” is by Kelly Gravel (`Risk Rock’) and is painted on all four exterior walls of the building located at 732 E Vista Way.  The business located in the noted building is “Tradecraft Farms
       Medical Cannabis Dispensary.” The mural depicts multiple images of orange and blue monarch butterflies, color wash paint splashes and rectangular shapes, and dripping gradient features (see Exhibit 1A for mural photos). HERE
       The mural was hand-painted directly onto the building wall with high quality water-based latex paint. The mural spans across four sides of the building and covers approximately 3,480 square feet of wall space. The entire building is finished with a water-based polyurethane, graffiti-resistant barrier.  The anticipated life of the artwork is five years.
       Public notice was posted from October 15 to November 14 2019, and again between December 4 and January 3, 2020; no comments were received.
