Minor decoy/Shoulder Tap Operation-Vista

On February 15, 2024, deputies from the San Diego County Sheriff’s Department (SDSD), along with agents from the Department of Alcoholic Beverage Control (ABC) and two minor decoys conducted Minor Decoy and Shoulder Tap Operations at various locations in the City of Vista.

 During the Minor Decoy operation, the minor decoys visited retailers at six locations and attempted to purchase alcoholic beverages under the direct supervision of peace officers. Two of the locations sold alcohol to a minor decoy.

The Shoulder Tap operation was conducted in front of one local retail liquor store where a minor, under the direct supervision of a peace officer, asked adults to purchase them alcohol. The minor indicated in some way they were underage and could not purchase the alcohol. Nine adults were contacted and one adult purchased alcohol for the minor. The penalty for furnishing alcohol to a minor is a minimum $1,000 fine and 24 hours of community service.

ABC conducts these compliance checks statewide to reduce the availability of alcohol to minors. Statistics have shown that young people under the age of 21 have a higher rate of drunken driving fatalities than the general adult population.

 SDSD partners with ABC through the Alcohol Policing Partnership (APP) grant to help prevent underage drinking and other crimes that may occur at ABC licensed establishments.

 In July 2023, SDSD received an APP grant in the amount of $75,000. The money is being spent in the communities patrolled by the Sheriff’s Department to reduce alcohol-related crimes and educate ABC licensed businesses.  The goal of the APP Program is to collaborate with local law enforcement agencies to help make communities safer. The cooperative efforts of the Sheriff’s Department and ABC are aimed at building positive working relationships between all stakeholders and increasing the safety of San Diego County.

 Anyone with information on licensed liquor establishments providing alcohol to minors can remain anonymous by calling Crime Stoppers at (888) 580-8477, or by calling the Sheriff’s Department’s non-emergency line at (858) 565-5200.

El 15 de febrero de 2024, agentes del Departamento del Sheriff del Condado de San Diego (SDSD), junto con agentes del Departamento de Control de Bebidas Alcohólicas (ABC) y dos señuelos menores llevaron a cabo operaciones de señuelo menor y toque de hombro en varios lugares de la ciudad de Vista.

Durante la operación de señuelo menor, los señuelos menores visitaron minoristas en seis ubicaciones e intentaron comprar bebidas alcohólicas bajo la supervisión directa de los oficiales de paz. Dos de los lugares vendían alcohol a un señuelo menor.

La operación Shoulder Tap se llevó a cabo frente a una licorería minorista local donde un menor, bajo la supervisión directa de un oficial de paz, pidió a los adultos que les compraran alcohol. El menor indicó de alguna manera que era menor de edad y que no podía comprar el alcohol. Se contactó a nueve adultos y un adulto compró alcohol para el menor. La sanción por suministrar alcohol a un menor es una multa mínima de $1,000 y 24 horas de servicio comunitario.

ABC lleva a cabo estos controles de cumplimiento en todo el estado para reducir la disponibilidad de alcohol para los menores. Las estadísticas han demostrado que los jóvenes menores de 21 años tienen una tasa más alta de muertes por conducir en estado de ebriedad que la población adulta en general.

SDSD se asocia con ABC a través de la subvención de la Asociación de Vigilancia del Alcohol (APP, por sus siglas en inglés) para ayudar a prevenir el consumo de alcohol por parte de menores de edad y otros delitos que pueden ocurrir en los establecimientos con licencia de ABC.

En julio de 2023, SDSD recibió una subvención de APP por un monto de $75,000. El dinero se está gastando en las comunidades patrulladas por el Departamento del Sheriff para reducir los delitos relacionados con el alcohol y educar a los negocios con licencia ABC.  El objetivo del Programa APP es colaborar con las agencias locales de aplicación de la ley para ayudar a que las comunidades sean más seguras. Los esfuerzos cooperativos del Departamento del Sheriff y ABC tienen como objetivo construir relaciones de trabajo positivas entre todas las partes interesadas y aumentar la seguridad del Condado de San Diego.
