General Plan Workshops Set to Begin Next Week

The City is beginning the process of updating its general plan and the community is invited to play a major part in this process. California law requires that each county and city in the state develops and adopts a general plan which is a broad, long-range policy document that guides future development and is a comprehensive collection of goals and policies related to numerous aspects of community life.

The City of Vista’s General Plan 2030 was last comprehensively updated in 2012 and the sixth cycle Housing Element (2021-2029) was recently updated and adopted in 2021. Since then, there have been several legislative, market, and physical changes that have occurred at the state level and in the City that warrant a targeted (versus wholesale comprehensive) update to the 2030 General Plan in order to prepare Vista for the future.

This General Plan update provides an opportunity to evaluate what works well and what needs to be re-evaluated from the current 2030 General Plan. The goal will be to prepare Vista for the future while holding on to its history and defining character. It is the intention to create a functional and living document that can be updated as required throughout its life cycle. The City of Vista is committed to preparing a General Plan update that is inspired and informed by the citizens, property owners, business owners, employees, community associations, and other stakeholders within the community, who will be consistently engaged throughout the project process. The City believes the General Plan must reflect the diversity of Vista—creating access and equal opportunity for all.

The first four community workshops, “Establishing the Vision,” are scheduled for March 20-23 as follows:

  • Monday, March 20, McClellan Senior Center, 1400 Vale Terrace Drive
  • Tuesday, March 21, Linda Rhoades Recreation Center (in Spanish), 600 N. Santa Fe Avenue
  • Wednesday, March 22, Vista Innovation and Design Academy, 740 Olive Avenue
  • Thursday, March 23, Hyatt Place Vista, 2645 S. Melrose Drive

Each workshop is scheduled from 6 pm to 8 pm.

A comprehensive community engagement website has been set up, and the public is encouraged to participate both online and in person at workshops as they are scheduled.

Vista Sports Park Fields Have Reopened

The fields at the Vista Sports Park have been replaced and are now ready for the public to enjoy them. The trail at the park has also been reopened.

City Council Meets March 14

The City Council will hold a regular meeting on Tuesday, March 14 starting at 5:30 pm in Council chambers on the second floor of the Civic Center, 200 Civic Center Drive. The public is welcome to attend and participate. The meeting is broadcast live on the City’s YouTube channel.

Topics of discussion include public hearings on the Central Vista Business Improvement District Annual Levy, amendments to the Vista municipal code regarding tobacco retail licenses, and the 2023 regional transportation improvement program amendment. Other discussion items include short-term rentals.
