City of Vista Planning Commission for April 4, 2023, at 6:00 pm

NOTICE IS HEREBY GIVEN that the Planning Commission of the Chartered City of Vista, California, will hold a public hearing in the Vista Civic Center Council Chambers, 200 Civic Center Drive, Vista, on April 4, 2023, at 6:00 PM, to receive and consider all evidence and reports presented at said hearing and/or obtained previously relative to the following matters:

P23-0013 – Freddie’s Place Animal Hospital – Anthony Carchedi

The applicant, Anthony Carchedi, is requesting a Special Use Permit to establish a small animal clinic business located at 2395 S. Melrose Drive. This project is categorically exempt from the requirement to prepare an environmental document pursuant to Section 15332 of the California Environmental Quality Act Guidelines, because the project is characterized as in-fill development meeting the conditions described in this section.

P22-0266 – Park Avenue Apartments – LLJ Cross Park, LLC

The project applicant, LLJ Cross Park, LLC, is requesting approval of a Site Development Plan to demolish an existing church and develop 176 apartment units on a 2.91-acre site located at 165 Eucalyptus Avenue (APN 175-306-11-00). The project proposes a four-story apartment building surrounding a multi-level parking garage, open space amenities, and associated site improvements. The proposed project is exempt under State CEQA Guidelines Section 15332 – In-fill Development Projects, which is a Class 32 categorical exemption. The proposed project meets the five conditions of the Class 32 exemptions related to: the City’s General Plan and Zoning Ordinance; it would be developed within City limits on a site no more than five acres that is substantially surrounded by urban uses; site does not contain any habitat for endangered species; project would not result in significant effects related to traffic, noise, air quality or water quality; site is adequately served by all required public utilities and services.

P23-0062 – W. Los Angeles Complex – Amir Sheikh

Early Design Review of a preliminary proposal to develop a 20-unit apartment complex, inclusive of two very low-income units, and subterranean parking garage, on a .91-acre site located at 347 W. Los Angeles Drive (APN 161-231-49-00). The project proposes one apartment building with subterranean parking facilities, private and common recreation areas, landscaping, and associated site improvements.
