NOTICE IS HEREBY GIVEN that the Planning Commission of the Chartered City of Vista, California, will hold a public hearing in the Vista Civic Center Council Chambers, 200 Civic Center Drive, Vista, on April 18, 2023, at 6:00 PM, to receive and consider all evidence and reports presented at said hearing and/or obtained previously relative to the following matters:
P23-0027 – ARCO AM/PM Alcohol Type 20 – ABC Off-Sale
The applicant, Melrose Petroleum, LLC., is requesting an amendment to a previously approved Special Use Permit, to modify the hours of sale for an ABC Type 20 Off-Sale beer and wine license at an existing gas station convenience store located at 600 Hacienda Drive. This project is exempt from environmental review under the California Environmental Quality Act in accordance with Section 15301 of the CEQA Guidelines because it is proposed in an existing commercial shopping center that involves insignificant improvements or expansion of the existing use.
P22-0266 – Park Avenue Apartments – LLJ CROSS PARK, LLC
The project applicant, LLJ CROSS PARK, LLC, is requesting approval of a Site Development Plan to demolish an existing church and develop 176 apartment units on a 2.91-acre site located at 165 Eucalyptus Avenue (APN 175-306-11-00). The project proposes a four-story apartment building surrounding a multi-level parking garage, open space amenities, and associated site improvements. The proposed project is covered by the Program EIR (PEIR) (2009) (SCH# 2009061018) that was prepared for the Downtown Vista Specific Plan (DVSP) and certified in 2010, and the Addendum No. 1 to the PEIR prepared for the DVSP Update in 2015, and does not necessitate any subsequent environmental document pursuant to CEQA Guidelines section 15168 and 15162, and/or the project is exempt under State CEQA Guidelines Section 15332 – In-fill Development Projects, which is a Class 32 categorical exemption. The proposed project meets the five conditions of the Class 32 exemptions related to: the City’s General Plan and Zoning Ordinance; substantially surrounded by urban uses; site does not contain any habitat for endangered species; project would not result in significant effects related to traffic, noise, air quality or water quality; site is adequately served by all required public utilities and services.

P23-0019 – Vista Apartments (13 Units) – Atabak Youssefzadeh
Early Design Review for a proposed Site Development Plan to construct 13 apartment units on a 1.37-acre vacant site located at 1877 E. Vista Way (APN 171-250-35). The proposed apartments would be two-stories in height consisting of three-bedroom units with attached two-car or three-car enclosed garages. The project proposes a Spanish-style exterior design with stucco finish and terracotta tile roofs. The plan includes common and private open space, guest parking, and associated site improvements.
