Council to be Sworn in at Tonight’s City Council Meeting

Tonight’s City Council meeting will begin with the swearing in of Amanda Young-Rigby and Joe Green to serve on the Vista City Council for a four year term.  Pre-ceremony festivities will be held in the City Council Chamber 200 Civic Center Drive lobby at 4:30 pm.  The public is welcome.

There are three discussion items on tonight’s agenda.

APPOINTMENT OF DEPUTY MAYOR

Vista Municipal Code Section 2.16.020 establishes that each year the City Council shall appoint one of its members to serve as Deputy Mayor for a term of one year, commencing on January 1 of each year.  The Deputy Mayor will serve in the capacity of the Mayor in the event the Mayor is absent or unable to act.  FULL REPORT

APPOINTMENT OF OFFICIALS TO BOARDS, COMMITTEES, AND COMMISSIONS

The Mayor’s memo dated December 5, 2016 listing her recommendations for appointment of representatives and alternates to outside organizations for the 2017 calendar year .  The Mayor’s proposed 2017 City Council liaison appointments  that are not governed by the Joint Exercise Powers Act are shown on the attached Master List for confirmation by the City Council.  FULL REPORT

TEMPORARY SIGNAGE DURING ELECTION PERIODS

Deputy Mayor Rigby requested the City Manager place a discussion item on an upcoming City Council meeting agenda to discuss the City’s regulations for temporary signage during election periods.  This subject was last on a City Council meeting agenda on August 23, 2016.

Purchase and Sale Agreement for real property located at 444 S. Santa Fe Avenue.
   

This building at 444 S. Santa Fe was bought by the City to make room for the roundabout.

The Paseo Santa Fe Infrastructure and Streetscape Improvement Project is a signature project in the City’s effort to revitalize S. Santa Fe Avenue between Main Street and Civic Center Drive.

The City is currently completing the construction drawings for Phase II of the improvements, which encompasses the area between Ocean View Drive and Terrace Drive. 

The design includes the construction of a roundabout at the intersection of S. Santa Fe Avenue and Guajome Street.  As a result, additional right-of-way is needed to accommodate the roundabout.  Authorization of additional funds in the amount of $100,000 is requested to cover escrow, closing  costs, soils testing, relocation costs, and related fees.   Total acquisition costs are $750,000 and represent full payment of compensation for the property interests.
FISCAL IMPACT:  The total estimated acquisition cost is $750,000, including escrow, closing costs, soils testing, relocation costs, and related fees
