These are the minutes of the meeting held in July to get input from commissioners regarding procedures of the “Early Design Review” format to be used for projects in the future.

Early Planning Commission Review was presented as a discussion item at the Planning Commission Meeting on July 21, by John Conley
- Consider each early design review with the Planning Commission for mixed use and multi-family site development plan applications.
Mr Conley explained that staff would like input form the Planning Commission on whether they would like to review multi-family and mixed use applications on a preliminary basis, and if so, requested suggestions on the meeting format & protocol.
The Commissioners express unanimous agreement on preliminary projects in terms of design issues and receiving neighborhood input, but expressed several varying options on venue and how such meeting should be conducted. Mr. Conley noted their input and stated that he would probably have something to present to them for early review in the Fall.
Public Speaker: Val Brown was in support of an early review of mixed use and multi family projects, noted that many people were on vacation, and suggested that the early review process start to take place after children are back in school and people have time to participate.

Mr. Conley informed the Commissioners that the next meeting would be held on August 18, 2015 to consider the Vineyards project and the Downtown Specific Plan. Ms. Chow added that she would be presenting the code changes related to the adopted Housing Element.
No August Meeting was held. Next scheduled meeting is October 2015
