SACRAMENTO – Senator Patricia Bates (R-Laguna Niguel) has announced that Governor Jerry Brown signed Senate Bill 111 by Senate Republican Leader Jean Fuller (R-Bakersfield) into law, a measure that will help secure federal funding for California schools serving military families. Bates is a co-author of this bipartisan law.
“I’m glad Governor Brown has signed Senator Fuller’s bill into law to enable California to meet its share of repairing schools that serve military families,” said Bates. “By enabling California to meet its share, we will be able to receive millions in federal matching funds to modernize these schools so they can better serve their students. I thank Senator Fuller for her unwavering leadership on this issue that is so important to thousands of military families in our state.”
SB 111 states the Legislature’s intent that assistance be provided to school districts in the 2015-16 budget year to meet the matching share requirement of a school construction grant made by the Office of Economic Adjustment of the federal Department of Defense to construct, renovate, repair, or expand K-12 public schools located on military installations. The bill requires the California Department of Finance to explore options on how best to assist school districts in meeting the matching requirement of the federal grant.
SB 111 is needed because the majority of public schools on military installations cannot raise the required 20% contribution to receive matching federal funds due to low property values. Helping these schools to meet the match will leverage approximately $240 million in federal funds for renovation, repair or reconstruction of school facilities.
The law leverages funding for the following schools in Bates’ Senate district, both of which are located near Camp Pendleton and are part of the Fallbrook Union School District:
- Oceanside’s Mary Fay Pendleton School
- San Clemente’s San Onofre School
The Senate and Assembly previously approved SB 111 on unanimous votes.
