Public Hearing NoticeCity of Vista Planning Commission on for December 5, 2023, at 6:00 pm

NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Vista, California, will hold a public hearing in the Council Chambers at the Vista Civic Center, 200 Civic Center Drive, Vista, California, on Tuesday, December 5, 2023 at 6:00 p.m. to receive and consider all evidence and reports presented at said hearing and/or obtained previously relative to the following matter:

P22-0113 – Simon 7-Lot Subdivision – Robert Simon

The applicant, Robert Simon, is requesting an amendment to the Conditions of Approval for a previously approved Tentative Subdivision Map (Planning Commission Resolution No. 2023-06) to allow for a temporary structure to remain onsite during construction. The subject site is located immediately north of the termini of Earth Drive and Galaxy Drive, west of Bluegrass Road (APN 162-221-61). This Tentative Subdivision Map was previously determined to be exempt from environmental review under the California Environmental Quality Act in accordance with CEQA Guidelines Section 15332 – In-Fill Development Projects. 

P23-0114 – Commercial Retail Building – Sunroad Enterprises

The applicant, Sunroad Enterprises, is requesting an amendment to a previously approved Site Development Plan and Comprehensive Sign Program (P18-0117), to construct a 4,867 square foot multi-tenant retail building on a .45-acre site within an existing 4.11-acre retail shopping center located at 445-475 Hacienda Drive. The proposed project is covered by the previously approved Environmental Impact Report (EIR) (SCH# 2019029136) that was prepared for the project site, Sunroad Plaza, and certified in 2019, and does not necessitate any subsequent environmental document pursuant to CEQA Guidelines section 15162.

P23-0093 – Dutch Bros Drive-Through – Dutch Bros Coffee

The project applicant, Dutch Bros Coffee, is requesting approval of a Special Use Permit and Site Development Plan to construct and operate a 950 square-foot drive-through restaurant on a .81-acre site located at 1025 E. Bobier Drive (APN 173-250-42). This project is exempt under the California Environmental Quality Act in accordance with Section 15303 – New Construction or Conversion of Small Structures.


P23-0340 – Black Rock Consulting for Anthemnet Inc.,and Verizon – Franklin Orozco

A request for a Special Use Permit for a new wireless telecommunications facility to include installation of sixteen (16) new antennas on the roof of an existing commercial office building located at 450 S. Melrose Drive. This project is exempt from environmental review under the California Environmental Quality Act, in accordance with Section 15303 of the CEQA Guidelines, because a Class 3 exemption consists of construction and location of limited numbers of new, small facilities, or structures that would result in an insignificant expansion of the existing use.
