“Today, the U.S. Environmental Protection Agency (EPA) announced its final determination that emissions of lead from aircraft that operate on leaded fuel cause or contribute to air pollution which may reasonably be anticipated to endanger public health and welfare under the Clean Air Act.

‘The science is clear: exposure to lead can cause irreversible and life-long health effects in children,” said
EPA Administrator Michael S. Regan. “Aircraft that use leaded fuel are the dominant source of lead emissions in our air. With today’s action, the Biden-Harris Administration can move forward in the process to propose new standards to protect all communities from the serious threat of lead pollution from aircraft.’ ” EPA Press Re- lease, October 18, 2023

Palomar Airport ONLY sells LEADED aviation gasoline. In general, piston-engined aircraft such as small aircraft, light helicopters and vintage piston-engined air-craft use leaded aviation gasoline, called leaded avgas.

Palomar Airport, And offer only UNLEADED avgas, sooner rather than later. Palomar Air port must be a neighbor friendly airport, and leaded fuel on our homes, our parks, and our schools is not a good neighbor policy.

Leaded automobile fuel was phased out by the mid 1980’s, and has been banned since 1996, but until now, the aviation industry has been exempted. The dangers of lead in humans have been known for decades. Lead causes permanent brain and neurological damage in children.

The New Year Day is the time to embrace challenges with renewed energy and hope, to learn from past experiences, and consider how to do better in 2024. South Vista is vibrant, has beautiful landscapes, and continuously adapts to challenges including land use, conservation, housing, circulation, noise, and safety. These areas of concern have been outlined in the 2024 update of the 2050 General Plan (https://vista2050.com).

The City of Vista has three workshops (Existing conditions and visioning, Land use alternatives, and Policy development) to foster community engagement. SVC Board members participated in the “Establishing the Vision” on March 23, 2023, at the Hyatt Place Vista. The second workshop “Land Use Alternatives” will be held on Tuesday, January 30, 2024, at the same location. SVC Board members will attend and participate.

The Board is committed to continue its involvement in all matters related to maintaining and improving the community’s environment (parking, landscaping, architectural design, improvements and modifications), its standards of health and safety, and its quality of life. Through our advocacy we can do more in meeting community challenges and improving the quality of life than as individuals.

Accessory Dwelling Units (ADUs) are an important component of increasing housing availability. A significant request in applications for development approvals is expected this year. A recent

City Council meeting (12/12/2023) discussed existing regulations for ADUs, particularly the number
of bedrooms per unit and the use of preapproved ADU floor plans. Current City regulations cap ADUs to a maximum of two bedrooms, and Vista has no pre-approved building architectural plans for ADUs. The City is currently formulating a plan for best practices in assisting ADU development. We plan to present information from the Land Use alternatives work- shop as it becomes available.

What is the City of Vista General Plan Update Project?

The City of Vista General Plan Update project is a multi-year planning and outreach process. The project represents an opportunity for Vista to address growth and develop a long-term blueprint for the future of the City. The planning effort will be targeted and focused on certain areas of the General

Plan that need revising and will include robust community engagement. The updated Plan will reflect the future vision for the City of Vista and ultimately position the City for long-term success.


South Vista Communities is looking to expand its Board of Directors with South Vista residents who would like to engage with us on issues that affect residents and businesses in South Vista. SVC’s primary focus is from the 78 south; however, we are also supportive, for example, of the efforts of Citizens 4 a Friendly Airport.

We are proud of our history since 2006 of providing constructive input to Vista’s City Council and Planning Commission on various proposals, and we have interfaced with developers resulting in
enhanced projects that blend into the community.
