Last week TheVistaPress.com published the agenda for the City Council meeting held on Tuesday, November 10th and mentioned that you should bring snacks as a long meeting was expected. At 9:50 pm the City Manager, Patrick Johnson, informed the City Council members that if they were going to continue the meeting past 10 pm they had to vote to proceed, which they did, finishing at 10:58 pm.

P1 Make a Wish Foundation – Vista’s Big Give: Our local Vista’s Big Give is on the Wall of Fame at the Make a Wish Foundation right next to the Disney Foundation. Our local volunteers are unique to the Make a Wish Foundation. Watch the video.
P2 Community Survey Results: Many of you may have received a phone call asking about your opinions about the City of Vista. The last time this was done was 1993. The result were that most of the residents were happy with Vista and their quality of life. Watch the video.
D2 Central Vista Business Improvement District (CVBID) Update (CC): Cliff Kaiser, President of the Vista Village Business Association, reported the financial health of the VVBA. There was discussion to generate more revenue by increasing the BID members fees. Watch the video.
D4 Sale of Successor Agency and City Properties and City Acquisition of Property (CC/CDC/SA): There are 2 pieces of property on E. Broadway that have been purchased. The owner would like to trade the property on E. Broadway for the lot at 100 Main Street, which is on the corner of Vista Village Drive and S. Santa Fe Avenue, affectionately known as the dirt parking lot. This was a 50 minute discussion. Watch the video.
D5 Planning Commission Member Appointment Process (CC): The Council voted after much discussion to change the interview procedure on any future Planning Commissioners. This will be referred to as the Del Mar Plan. Watch the video.
D8 McClellan-Palomar Airport – Change in Flight Path & Noise Abatement (CC): There was discussion regarding in and outbound noise from the aircraft. Is there more noise and have they changed the traffic pattern? There has been a request to the City Council to write a letter to the FAA on how Palomar Airport is impacting the quality of life in South Vista. Watch the video.
