On the morning of February 24, 2016, detectives from the Sheriff’s Cyber Financial Crimes Unit arrested 41 year old Vista resident Rachel Owens for several counts of identity theft and grand theft. From October 2013 until November 2015, Owens served as the Treasurer for Vista Pop Warner Football and Cheer.

In November 2015, detectives from the Sheriff’s Cyber Financial Crimes Unit received a case involving the possible embezzlement of funds from the youth football and cheer organization. Detectives determined there was probable cause to believe Owens was responsible for the theft of over $100,000 from the accounts she managed. Detectives obtained a warrant for her arrest and she was taken into custody at her place of employment without incident. Owens was booked into the Vista Detention Facility, is being held on $300,000 bail, and the investigation is ongoing.
